At the whole university level: How exactly does the money get allocated between schools/colleges? Student enrollment? Faculty headcount? Class equipment and supplies needs? What’s the formula?

I’m in Greensboro NC and they gerrymandered Kathy Manning (D) right out of the district I’m in and now I’m represented by Virginia Foxx (R). I’d be happy to talk to a journalist.
