In the background is the tiger shark they mistook for the great white shark, strung up on a hook and rope, and were prematurely celebrating its capture. Further into the background all the townspeople look equally ashamed for the death of the Kitner boy and their now embarrassing celebration.

I love that Janeway wasn't about making the "right" call all the time. She was in a position that required tough decisions, and she made a choice and lived with it.
