This isn't true. The maximum sentence for rape in the UK is life imprisonment. Obviously not all people get the maximum sentence but not everyone gets the maximum sentence on drug charges either.
It has not been scrapped. It's been made "voluntary" which means in a few years time you won't be able to enter pubs or hire cars, or doing anything you need ID now for, without one... so people will end up having to get them anyway.
