Well, perhaps, but as Alex mentions in the podcast episode, good art turns the bleakness to catharsis, or at the very least, suggests a way out. The Wire is very much a 'it is what it is' plot. It doesn't look away from how stuck pockets of humanity often are.
I have always tried to verbalize why I could never really recommend The Wire with my full chest, but you really put your finger on it for me. It is, although immaculately done, persistently bleak. I'm not sure I'm onboard with a dismissal of the show for this reason, but it is for a select audience.
