As a disabled person, I think it's bc of "how disabled" he was and how SA is perceived.
SA is viewed as grabbing, touching, and requiring strength. Stephen Hawking didn't have the capability for that. People are having to confront the fact that SA can be sitting there while kids are directed to act.
