Exactly. When it's "in my youth" with a side of denial, it's empty words. There are plenty of people whose eyes are opened at some point in their life. They own the mistakes of their past and do their damnedest to not repeat those mistakes. Your last sentence is spot on and an eye-opener itself.
I do believe people can and do change, but those who radically do so usually don't wave it around. They own the past, live the change. Dismissing what you did in youth is just a "Oh, silly me, that was then, no biggie" escape clause. It's not an excuse - it's a warning.
