Not really. Getting to full Colonel requires *some* ability beyond the average, even if it's just persistence. And 29 years suggests plenty of that.

Yes, but it's not about the benefits to society as a whole of an educated population. Nor is it even about the economic numbers. It's about ensuring that only the "right" people can get tertiary education without subsequently being shackled by a massive debt. See also: unpaid internships.
