I don't think it is the hat etiquette that is the problem.

Problem 1: Donnie is a toddler, dragging his feet and looking down, fidgeting and pouting.

Problem 2: The type of hat is important. Namely, anything but a hillbilly-coded cap. Hats are neat, just not the classless baseball cap.

I believe hat etiquette should return to society.

I always wear a hat out of the house and follow traditional etiquette. It would prevent this utter disrespect, except Felonious Clump respects nobody and nothing.
