Graph of the effect of receiving COVID-19 aid on firm's turnover, by size, in Spain and Italy. Micro-firms were helped more than medium and large firms. The unprecedented wave of state aid to firms across the EU during the COVID-19 pandemic raised questions about who benefited and how effective these interventions were. This column uses firm-level data from Spain and Italy – two of the countries worst affected by the pandemic – to evaluate the economic impact of aid. Targeted support for micro and small firms increased revenues and investment but had little impact on medium and large firms’ performance. Crisis support should focus on the most vulnerable businesses, and broad subsidies to large firms scrutinised.

Temporary, targeted support for micro & small firms strengthens economic resilience. However, extending subsidies to large firms should be critically reassessed especially with the EU’s upcoming Clean Industrial Deal, as aid has limited effectiveness for them while risk of market distortions rises.
We also find that micro and small enterprises significantly increased their investments in tangible and especially intangible assets, i.e. they used the aid to improve their digitalisation.
We focus on Spain and Italy, two hard hit economies with extensive aid programmes. We use a diff-in-diff methodology with propensity score matching and find that micro & small firms had significantly higher revenues compared to a control group 2 years after the pandemic, but medium & large firms not
Between 2019 and 2022, EU Member States will grant more than €1 trillion in state aid, much of it to support businesses through the pandemic, with large differences between Member States in both the amount and intensity of aid relative to GDP.
