In case it is not obvious, war mongers like to minimize the role of Congress in decisions to use force because obtaining prior congressional authorization makes it harder to go to war.

1) Donors give huge sums to elect politicians
2) Elected officials rewrite rules in donors' favor
3) Donors make huge profit
