Best way to increase farebox ratio is just focus on a few routes during peak service . That is why BART is twice as high as MTA. You think BART is better than the New York subway? If farebox recovery is your guiding star you are failing most likely your most marginalized users.

Somehow libraries and the interstate thrive without fares and tolls. The state has plenty of resources to build and operate quality transit systems without charging fares.
Yes pricing things that have negative externalities makes sense. Fares discourage people from using transit which actually have positive externalities. Transit should not only be free but users actually compensated for the benefits they are providing others, including motorist.
They get more users which is the goal of any public service not making money. I donβt care if the person on my bus paid or not, just like at an ER I donβt care if they have insurance and I donβt want libraries to charge for checking out books or a park bench to cost money to sit on.
