On its face, therefore, the Exclusion does not deny someone coverage for medical services based on the person’s sex or transgender status. Rather, it denies coverage to everyone for certain services when sought to treat a given medical diagnosis.
The idea that it isn't discriminatory because cis people are also denied treatment based on a diagnosis of gender dysphoria is such obvious horseshit.
