Open to arguments, but it seems that if you consider the story itself to have risen to the newsworthy and publication-ready point (i.e., 1), then you almost always have a responsibility to name the person when dealing with a government employee β as part of the news and so not to impugn others..
Does the Post have a history of (1) reporting on allegations of serious wrongdoing by a then-federal employee, yet (2) not naming the person accused because the Post has not "independently confirmed" the allegations, while nonetheless (3) allowing the unnamed person to deny the allegations?
