The definition of what constitutes a public prayer has never been discussed, although it is apparent which group (i.e. Muslims like me) will be targeted. I doubt that worshipers of the Flying Spaghetti Monster will be forbidden from boiling pasta in public parks as a religious tie.
I am an observant Muslim. I have said my obligatory and time dependent prayers in many public places. I have never said them in areas that I know would cause an obstruction. If I am ever back in Quebec, and if I feel the need to say my prayers visibly and in public, I will do so without apologies.
