DHS effectively has free rein to do whatever they want, regardless of legality, while legal protest activity is painted as criminal.

Also makes no sense if protesters are not actually engaging in property damage, projectile-throwing, or assaulting officers.

It comes off more like saying something to the cameras to support lies later (like "stop resisting" when the detained person can't possibly resist).

Yeah, but even perfectly intelligible orders are nonsense if the directions they give are physically impossible to follow (for example, giving dispersal orders to go north, when a line of riot cops are blocking that path).

Not saying that's what's happening here, but pointing out neither is great.
