Three things struck me particuarly from this analysis:

First, after a 'rally to the flag' or 'let's hide our sympathies for Russia' effect after the full invasion in 2022, the level of voting in favour of Russian position is increasing again in the new, more right-wing European Parliament:

Here is my short overview of the Baltics' preparedness to monitor/ prevent hybrid threats, with a little emphasis on Latvia. I still believe Lithuania is currently the best prepared, but all three Baltic States are relatively advanced in this field.

Yes but right now the EU’s ability to act in the next few months is decisive for how the long-term reality is shaped.

So we need agility now, not only good rules for the future.
