No, it's up to each provider to recruit at local competitive rates and then for private purchasers and councils to negotiate a fair cost. This is far more efficient and flexible than a national template
Some of these initiatives already exist on a Council by council basis. NCF produce recs for costs nationally but difficult to see how a full national service would take into acct cost of living variations between north and south etc. What we've got already would work if only it was properly funded.

Very pleased that the new Corporate Plan for Dorset Council will recognise issues specific to those ageing without children and other groups that are at greater risk.
When we have a house plant we water it, feed it and little more than that. With the recent budget changes we risk social care being reduced to treating human beings no better than a house plant.
