As for the PDF format standard, it's a huge standard that has undergone many changes and versions since the original Adobe PDF format. These days the PDF Association is in charge of the standard. Improvements to the standard were made as part of SafeDocs.
Are you referring to ARPANET? I'm not sure what you mean otherwise by "being on DARPA", given DARPA is an existing agency: Defense Advanced Research Projects Agency, via which quite a lot of research is funded. The SafeDocs project was a DARPA project that ran from 2018 to 2023.
He's not sowing unjustified fear. PDFs can absolutely contain malware. It's a big problem. There was a whole 5 year DARPA cybersecurity project called SafeDocs to further develop methods to detect malware in PDFs & find a safe subset of the PDF format (& use those methods on other file formats too).
