It is supposed to be based on UNICEF Child Friendly Cities - which i looked up and found to be waffle with no mention of transport, although maybe I missed it because the waffle put me off.
This is important, and no doubt applies outside London.
Many comments/responses predictably take a vindictive “well you’re not getting a congestion charge out of me. I’ll just take public transport! Ha! That’ll teach you!” approach.
Same often happens with parking cost increases. “It’ll put people off driving!”.
They seem oblivious that’s the point.

I hate to repeat myself, but for me the real issue in this case, as in many others like it, is:
Not the length of sentence (in fact it's unusually high for this sort of offence as far as I can tell) but the short length of the driving ban.

I feed blue tits ( c.10 litres nuts every 1/4). Parrakeets muscled in to take large amounts and shake the feeder so that lots of pigeons are attracted to nuts on the ground.
