There's a lot of discussion whether economic growth & carbon emissions can be decoupled. Some critics say countries (e.g UK) reduce emissions while growing by offshoring pollution (i.e. to China).

This is a fantastic rebuttal- China continues to grow economically with reduced CO2 emissions.
