The idea that America has always been fascist isn't just inaccurate. It also makes it easy to underestimate the threat that Trump poses and view him as just more of the same. America is currently on track to become significantly worse than just an oligarchical republic with structural racism.

Whilst in power Jimmy Carter supported several brutal dictatorships, with a long record of human rights abuses, in order to further the interests of the US empire. For some reason liberals (who purport to care about freedom) aren't talking about facts so well known they're on his wikipedia page.
A common mistake people make is to describe any extremely racist or authoritarian thing as fascism. For example, the USA was not fascist from birth. It was liberal/republican and it was these political ideologies specifically that were entangled with white supremacy, genocide, colonialism etc.
