In the tariff case, it could be said there is also a potential, for example, ability to sue (act), that the environment supports or suppresses. In the case of social environments, however there strong feedback loops between actor and environment, these are weaker in the moth case (seemingly).
I find this interesting, but the link between mechanisms is not so clear. In the case of the moths, the implication is that moths of light and dark are always born, but the environment defines survival. Generically, each color represents an information potential with varying dynamic potential.
