Sounds like the hack just happened to coincide with serious server failures, and the hacker has denied most of what they are accused of. Pretty strange coincidence tho.

It might be a Power agent. They turn up at settlements controlled by one of the powers, and often scan other npcs there. If it's coming up green, it could be the power you're pledged to. They're really annoying when you want to go wipe out an anarchy settlement
