The vast majority of anti-social behaviour policies describe young people congregating in public places as "anti-social behaviour." Youth clubs are basically a thing of the past. Libraries are for silence, not socialising. School is for learning. Where are kids supposed to socialise?

Great article, James. It's worth mentioning that the Audit Scotland report does say that the increase in the number of reported ASNs is partly because of better overall awareness. The 509% increase in ASNs for bereavement, for example, would be a real cause for concern if this wasn't the case!

Classroom support also prevents violence against teachers, reduces the use of exclusions, and improves attainment levels. We need to focus on prevention not punishment if we want to support young people to thrive and support teachers to do what they do best.
