I saw a random reddit comment where someone theorized that Pennywise and Mary Poppins were the same species of primordial psychic entity, but Pennywise feeds on fear while Poppins feeds on joy. both of them eat kid emotions because fear and joy are more intense in kids. This is Canon for me now.
i do see what you mean, but to separate it from the very real consequences it brings does the issue a great disservice.
but ultimately, it is about food to the majority. even if it is about presidential power to him(/his administration) and his own motives do not related to food, it inevitably reflects a willingness to let people starve in order to shrug off the failing checks & balancing in hour country.
