Not really. At the end you grant has to get a good score from study section that consists of independent scientists from various institutions. If your score is bad, you will not get funded no matter how well you know PO. Knowing PO may help you better understand what study sections are looking for.
It was a real pleasure to host Daniele Menjivar in my lab as part of CREU program (cancer research experience for undergraduates). It is such a breath of fresh air to be involved in mentoring new generation of scientists, especially in current anti-science environment.

Actually I completely disagree. Most of the Profs I know in our institution (men and women) are over-worked and under-paid (and stressed). They are expected to teach, bring grants, and do lots of administrative work.

We are still waiting for Council meeting for our T32. However, my student's F31 (she was in her first year) was cancelled yesterday.
I came to US thirty five years ago leaving Soviet Union and looking for a freedom. At a time US was truly a shining city upon the hill. It is so sad to see that all being destroyed. US is starting to look scarily similar to Soviet Union.
