Just catching up with some episodes, and whilst I agree with your argument, the stat of more Admirals than ships was one that I heard whilst serving in the RN... In the early 90s. So not a recent sign of decline.
More accurate is that we do not have enough Marine Engineers to put the fleet to sea.
