Only if you really want it to be. Submitting games pre-release to the gpu vendors for vendors should not be too difficult.
Worse thing, vendors push compute onto clients and the first ones each patch have to compile themselves.
GPU manufacturers hold the cards here.
Imho this should be an Nvidia, AMD and Intel issue. They control driver rekeases and they, via the driver, know about gpu changes in the system.
On deck it works because valve controls all that. MS' system will always be imperfect and behind.

Grew up mid 80s in Austria. Wasnt a latchkey kid at first, but because grandparents were living "next door". Many kids had stay at home moms though. So line certainly shifted a little bit since then.

Maybe the game in general isnt for you then. While marathon and destiny arent my cup of tea either, i enjoyed some live service games from other devs. Problems with reviews were similar.
Others have already said, that bungie arent the first to issue such requests.
Again: this was not a requirement for a review, just something for reviewers to consider.
This also reflects in how the general meta of play already shifted in a way that is not reflected in reviews based solely on pre-release gameplay.
Raids are a different type of play that is time gated for community reasons.
I am sure bungie is still testing it, bur they very likely could have released it as launch as well. It would not have done the reviews any good, as you need larger groups to properly gauge it.
I should add, that the Donauinsel was not the SOLE solution against flooding in Vienna. It was the largest, most expensive and the most visible solution.
Still, Vienna is largely safe from flooding without traditional wetlands.

Only a small part borders Austria for the alpine Rhine Regulation. Not sure if there are recent changes planned. We had severe rain last year in eastern Austria, but Vorarlberg was mostly spared IIRC.
This is the Danube in Vienna. Floodings were a concern for a while. The Donauinsel (Danube Isle) was the solution.

Wow midnight is gating its raids as well. Not because they are not finished. Content gating in live service pve games is the norm, to not fracture the playerbase.
I dont think it is a problem for the devs to ask this. The game eas designed around the endgame primarily. Thr design also includes a staggered release because of how players interact with them.
If you CANT put out your game fully at launch, its reasonable to ask to delay a full review.
Mini games were fine. The map was the problem.
