It’s very much the point, it’s not the app it’s your own phone. The menu you showed is the phone’s translate function. Probably an update uninstalled it.
If you’re selecting the text, that’s based on the languages installed on your phone, not Bsky. At the bottom it says “manage languages” and takes you to your phone settings.
