This post confirms what I suspected:
Apple never removed support for video podcasts with MP4 enclosures via direct RSS subscription, it is just finally adding HLS support and saying you need to use an approved vendor for that.

We donβt know yet if that version wonβt support video RSS feeds again. Iβd bet it will.
But the decision to restrict to only approved vendors for video is clearly about maintaining standards for quality and security, and history shows that Apple will approve additional vendors who can meet whatever requirements theyβre putting out there.
(*This is not entirely correct, at launch Apple Podcasts (in iTunes) supported subscribing to, and downloading from, RSS video feeds. I know because I subscribed to both Rocketboom and Homestar Runner back in like 2005 to load onto my video iPod.)
With respect to OP and Anil, I donβt think this is as bad as folks are saying.
This requirement to use an approved host only applies to video, which is a net-new* feature for Apple Podcasts.
It has no impact on audio podcasts.
