It's not the substation. It's the negotiating style. (But the 49ers end up paying market rate most times anyway.)
The 49ers do this almost every March. They get loud. They get national headlines. I'm not sure when it's ever done them any actual good in the negotiation, though.
My guess is that the 49ers were determined to set the tone early in this negotiation.
Problem is the same as always: That usually gets top players to push back when they have leverage.
