I mean, if I was told that there are more zombies exclusively under the service of the Golgari than then entire undead population of Amonkhet... I wouldn't necessarily believe it out of pocket, but it wouldn't necessarily SURPRISE me.
Good question. I guess it would be useful to at least have a version of such a census that counts fully aware undead, because a number of planes (and particularly Ravnica) would have a SIGNIFICANT population of undead with full faculties intact.

Like... You go to Kylem and everything is cool, but then you go to a stadium and it's COOL
You go to Kamigawa and Avishkar, the stadiums are state of the art futuristic.
You go to Ravnica, there multiple millenia old stadiums that can host 150k people
Ravnica probably wins by virtue of its size, age, technology and long-term stability.
Avishkar and Kamigawa are strong contenders as well due to technology and standard of living.
Though Kylem probably has the best stadiums relative to the rest of the plane.
