The problem is, what if the politicians and public sphere at large are convinced that "modern regional rail" is basically impossible, in part because that's what the people whose job it is to deal with hyper-technical details tell them, because they're stuck in outdated ideas?

I mean, Utrecht built the modern station in the same spot as the legacy one but it was a lot of work and required considerable infrastructure a few miles from the station itself. One of the lines has a flyover to switch from right hand to left hand running to facilitate the reverse move for example

Utrecht's terminal is for east-west intercities to reverse direction, and also for some Sprinters from the NE approach. It's actually very Japanese in how there are like 4 or 5 flows that are pretty much completely separated.

It's wide enough for what it is today, oddly enough, but might need to be widened in the future. But it's all a matter of math and assumptions about dwell times and passenger circulation etc. One way in which it is unusual is being the only city center station for the commuter trains to/through it.

Tokyo Station has more than 3 operationally distinct sections, just counting JR. There's the Chuo Line terminal (2 tracks), the Yamanote and Keihin-Tohoku lines (1 platform face per approach track, totally isolated from everything else), the main narrow gauge station (4 through platform tracks)...
