But we also know industries do not do well regulating themselves. Government should have intervened at the very least on the underwriting standards for the loans or for the securities, either would have mitigated the issue.
No one is forced to borrow, but homeownership has been proven over and over to be a good investment. At best you get great asset appreciation at worst, barring a perfect storm or regulatory malfeasance and naked greed, you get 30 years of rent control. Either are great ways to build wealth.
The lenders were turning around and selling it packaged to investors with a ratings agency seal of approval. The ratings agencies had all gone public and were scared to piss off the banks.

It was a huge issue. There were multiple lobbying efforts at the state and local levels to get rid of or minimize oversight. Plus the mortgage market works on liquidity and there's a ready pipeline for mortgage backed securities. So at the same time lenders were feeding crap to the front end
