Obviously in any system that purports to represent 350M people only a few will be able to participate at the highest level of government but people like Jimmy Carter, Bill Clinton, and Barack Obama were "regular people" who worked their way up and did not come from particular wealth or privilege.
The usual path to higher levels of government is by achieving name recognition at lower levels of government.
