You do realize Democrats held the trifecta (presidency, House, and Senate) TWICE since Clinton — in the 103rd (Clinton) & 111th Congress (Obama)? Republicans matched it in the 108th/109th (G.W. Bush) & 115th Congress (Trump). What you’re insinuating is misleading.
