(also, just as a matter of fact/basic national accounting, tuition fees at overseas branches of UK universities aren't exports and don't contribute directly to any export target! There may be a small indirect contribution but miniscule compared to foreign students studying in UK)
In any other context, requiring a high-productivity sector to offshore the production of its highest value-added exports would be seen as the economic illiteracy it so obviously is...

Lisa’s son John McNab was tragically stabbed to death in Leith.
