I think the origin story involved a grumpy senior developer who got tired of people coming into his office and interrupting him to ask why their code didnt work. As a defense mechanism he made people ask the duck first, and it they still couldn't figure it out then they could ask him. Might work.
I think it was originally formulated in internet lore as as a duck or some such but I remember it as the question chicken
It's this thing i learned a long time ago where if you find yourself getting stuck on something, sometimes the act of formulating a well formed question gets you unstuck. You don't even need ask a person, really. A stuffed chicken works just as well.
