Alas! "Fungicides are protective and need to be applied before symptoms appear on the leaves." Sorry I don't have better advice.

I think the algae may be about too much water and maybe your soil mix is too high in phosphorous...it's the second ingredient in the NPK formula. I would just plant them out when it's warm enough. Maybe separate those flats from your other plants?
