Voting was once obligatory here as well, but it was decades ago. Still, turnout is usually high maybe because of that.
Rewriting the Constitution is like rebuilding the Country, it takes time and a lot of honest people.

On a more serious note, 19 years ago when I was a Mac OS X support guy the most welcome change was denying users (40+) root privileges (when switching from Classic to BSD).
Support calls basically stopped after the upgrade... Such a bliss!
