Putin can't sell oil which can't make it to the tanker.
That is a poor bet for several reasons, among them:
-Too much oil has to pass through the Strait of Hormuz to be replaced by Russia.
-Russian oil is lower quality than most Persian Gulf oil, so it cannot be simply offered as a replacement
- Ukraine is not going to let Russian easily export oil.
Pretty sure the language was a tad more spicy in the second version.

NATO was CREATED by the Europeans in order to entice the US to retain a military presence in Europe following the Russian aggressions of 1946-48.
It was about Russian aggression, not arms sales during a period of disarmament.
The US supplied huge amounts of arms to both the western allies AND Russia DURING THE WAR.
For every ton of shipping dedicated to the US war effort in Europe another ton went to the UK or Russia.
Everyone in the West was disarming after the war.
NATO was not about arms sales.

The US was busy retooling industry for commercial products and reabsorbing soldiers back into civilian life from 1945-48. Arms sales were not even on the radar.
US companies sued the US for bombing the factories they owned but did not control in Germany.
