In general Norton is that one npc that you can probably find in certain areas, kinda like Omega and Alpha.

Maybe in Kugane you can find him eating dango on one of the benches. If you approach him, he waves at you.

Norton could be seen at MOST events. You can try talking to him but theres only a funny pop up that happens lul
