Yes, it is a symbol of time and the observed rotational "movement" of the heavens. The Buddhists and Jains also have it, and so did Europeans. It was even shown as four feet in rotation. I have also seen ones with 3 feet. When you think, some regions seem to have only three seasons, as crops go.
I spent a year or two trying to figure out who these Aryans were, searching hard in libraries, asking professors. I finally found the answers here, in archaeologist David Anthony's The Horse, the Wheel, and Language. One of the best, most informative books I've ever read. Not easy reading.
This is the history of the Aryans, who connect to Indo-European, the Indo part being their Sanskrit that transformed a lot of languages in India into pakrit mixes. The author is wary of using "Aryan" because of Hitler's crazy misuse of it. It is their history.
