Per NCSBE counsel and Chairman Francis De Luca, certificate of election for Riggs will be issued immediately after the federal court's seven-day stay ends on May 12th. This will happen administratively, so no new meeting needed from NCSBE. This puts Riggs' swearing in on or around May 13th.
