The US has four minesweepers. They're all in the process of being decommissioned. They are not available for sweeping the Strait of Hormuz.

Abdicating their role does not change their constitutional responsibility nor does it give the "Commander in Chief" new constitutional powers. Congress can revote anytime.
But to your point: THIS Repub congress is full of cowards and cultists and, yes, they have opted out of their responsibilities.
And the Prez, at least constitutionally, does not get to decide when war starts and by extension, when war ends. That is solely congress's purview. The political timidity of past congresses (and Dems are not absolved from this) has twisted the original concept of the Commander in Chief role
