So budget making would probably be best, as this would be hobby or to give out at conventions at most, not to sell.

Don't know if you already ordered, or how quickly you need them, but why not use a site like vograce?
They have a minimum of 1 pack of 10 per design, with no total minimum number of stickers, so you could get a much larger variety.
Though it may take a while to manufacture and ship.
