Just so we're all on the same page, "My heart goes out to you" is a phrase expressing sympathy or condolences, not excitement and gratitude.
But yeah, if you were trying to come up with a quick justification for the thing your arm had just done I can see how it might come to mind.

Thanks, electorate, for making all of this possible. So painful to see this country being dismantled-- and feel so powerless to stop it.
