Research funding has long been subject to culture war squabbles (e.g. stem cells) but especially in the Senate has enjoyed bipartisan support. That legacy is reflected by the Senate proposing a smaller cut than the administration. Still, higher ed needs to plan for less research in the future.

Bongino's behavior is, at any rate, erratic and confusing for some reason.
