My alternative proposal is that higher-order uncertainty can undermine the agent's access to the evidence. This explains the epistemic impact of higher-order evidence and its relation to inquiry (the fact that one’s access to the evidence is compromised is often a reason to further inquire).
Michele Palmira and Julia Staffel account for the impact of higher-order evidence by appeal to norms of inquiry(/transitional attitudes). I argue that these views fail to cover cases where agents lack reasons to further inquire (e.g., cases where agents know further inquiring will be ineffective).
