They're likely to move development to a populated area and/or out of the country.

Except it probably didn't. They've moved the material and a lot of the equipment already.

It has also given them a lot more motivation to get a nuke ASAP.

I don't think anybody who wasn't panicked before this news is panicking now. People who ignored the thousands of warnings before will ignore this one too.

The mushroom clouds are still likely. As resources become scarce and huge masses of people migrate from the hardest hit regions, then war will become likely.
